Union Organizing Decisions in a Deteriorating Environment: The Composition of Representation Elections and the Decline in Turnout It is well known that the organizing environment for labor unions in the U.S. has deteriorated dramatically over a long period of time, contributing to the sharp decline in the private sector union membership rate and resulting in many fewer representation elections being held. What is less well known is that, since the late 1990s, average turnout in the representation elections that are held has dropped substantially. These facts are related. I develop a model of union decision making regarding selection of targets for organizing through the NLRB election process with the clear implication that a deteriorating organizing environment will lead to systematic change in the composition of elections held. The model implies that a deteriorating environment will lead unions not only to contest fewer elections but also to focus on larger potential bargaining units and on elections where they have a larger probability of winning. A standard rational-voter model implies that these changes in composition will lead to lower turnout. I investigate the implications of these models empirically using data on turnout in over 140,000 NLRB certification elections held between 1973 and 2009. The results are consistent with the model and suggest that changes in composition account for about one-fifth of the decline in turnout between 1999 and 2009. JEL Classification: J5, J50

Working Paper 437 Princeton University Industrial Relations Section April 2000

After documenting the long decline in private sector unionism over the last 50 years, we examine data on NLRB representation elections to determine if changes in the administration of the NLRA during the 1980s reduced the level of organizing activity and success. While organizing activity sharply declined in 1981 (just before President Reagan's showdown with the air tra c controllers' union, PA...

Can PR Voting Serve as a Shelter Against Declining Turnout? Evidence from Swiss Municipal Elections

To assess the impact of electoral systems on voting turnout, cross-national studies can be usefully complemented by studies of turnout in local elections in countries using more than one electoral system at that level. In this article, we look at data from a 1998 survey of Swiss municipalities to revisit the findings of our earlier study. This previous study, based on a 1988 survey, concluded, ...

A multi-product, multi-period model to select supplier for deteriorating products while considering uncertainty as well as backorder

Determining supplier and optimum order of the quantity is an issue of great importance in logistics management for many companies. In this regard, it is crucial to determine the best decisions for the order quantity as well as the most suitable supplier through considering existing limitations and uncertainties. To optimize a multi-product, multi-period model with select supplier for deteriorat...

PART TWO 4 Extending King’s Ecological Inference Model to Multiple Elections Using Markov Chain Monte Carlo

King’s EI estimator has become a widely used procedure for tackling so-called ecological inference problems. The canonical ecological inference problem involves inferring the rate of voter turnout among two racial groups in a set of electoral precincts from observations on the racial composition and total voter turnout in each precinct. As a Bayesian hierarchical model, EI links information abo...

The Turnout Paradox: Why Changing Electoral Experiences Trump Changing Social Characteristics in Driving Voter Turnout in Advanced Democracies

This paper challenges the dominant paradigm of turnout studies by proposing that turnout variations occur because elections differ, not because countries differ; and certainly not because people differ. Indeed, we take the radical position that what matters if we want to understand overtime and cross-national turnout variations is differences in the ways in which citizens are affected by the el...
